ចំណងជើង៖ RI Korea បានរៀបចំសិក្ខាសាលាដើម្បីពិភាក្សាអំពីសមិទ្ធផលនៃគម្រោងដំណាក់កាលទី២ និងទស្សនវិស័យសម្រាប់ដំណាក់កាលទី៣ ក្នុងការកសាងប្រព័ន្ធថែទាំសុខភាពដែលគាំទ្រដល់ជនពិការនៅកម្ពុជា

កាលពីថ្ងៃទី១២ ខែមិថុនា ឆ្នាំ២០២៦ RI Korea បានរៀបចំសិក្ខាសាលាស្ដីពី "ការចែករំលែកសមិទ្ធផលនៃគម្រោងដំណាក់កាលទី២ និងការកសាងទស្សនវិស័យសម្រាប់ដំណាក់កាលទី៣" នៅសណ្ឋាគារ Oakwood Premier Phnom Penh ដោយមានការចូលរួមពីតំណាងស្ថាប័នដៃគូនៃគម្រោង KOICA នៅកម្ពុជា។

សិក្ខាសាលានេះត្រូវបានរៀបចំឡើងដើម្បីពិនិត្យឡើងវិញនូវសមិទ្ធផលដែលសម្រេចបានក្នុងដំណាក់កាលទី២ និងបង្កើតប្រព័ន្ធប្រតិបត្តិការដែលដឹកនាំដោយសហគមន៍ ដើម្បីធានាបាននូវនិរន្តរភាពបន្ទាប់ពីគម្រោងបញ្ចប់។

■ សមិទ្ធផលនៃដំណាក់កាលទី២៖ ការកសាងមូលដ្ឋានគ្រឹះនៃគំរូថែទាំសុខភាពដែលគាំទ្រដល់ជនពិការ តាមរយៈគម្រោងដំណាក់កាលទី២ RI Korea បានសម្រេចសមិទ្ធផលសំខាន់ៗដូចជា៖ ការបណ្តុះបណ្តាល "អ្នកស្ម័គ្រចិត្តសុខភាព" (Health Keepers) ចំនួន ៣០នាក់, ការផ្តល់សេវាថែទាំសុខភាពដល់ជនងាយរងគ្រោះចំនួន ៣០៣នាក់, ការពិនិត្យសុខភាពជូនប្រជាពលរដ្ឋបានចំនួន ៥៣២នាក់ និងការកែលម្អហេដ្ឋារចនាសម្ព័ន្ធសុខាភិបាល រួមមានបន្ទប់ព្យាបាលដោយចលនា និងបន្ទប់បណ្តុះបណ្តាលនៅមន្ទីរពេទ្យបង្អែកអង្គស្នួល និងបន្ទប់ទឹកសម្រាប់ជនពិការនៅមណ្ឌលសុខភាពបាក់ចាន។

■ ទស្សនវិស័យដំណាក់កាលទី៣៖ "ការកសាងប្រព័ន្ធថែទាំសុខភាពបឋមផ្អែកលើសហគមន៍ដែលគាំទ្រដល់ជនពិការ" នៅក្នុងសិក្ខាសាលា ស្ថាប័នដៃគូបានពិភាក្សាអំពីការបែងចែកតួនាទី និងការទទួលខុសត្រូវរៀងៗខ្លួន ដើម្បីធានានិរន្តរភាព។ RI Korea បានបង្ហាញពីយុទ្ធសាស្ត្រស្នូលចំនួន ៤ សម្រាប់ដំណាក់កាលទី៣៖ ១) ការពង្រឹងសមត្ថភាពធនធានមនុស្សក្នុងមូលដ្ឋាន, ២) ការពង្រីកការប្រើប្រាស់ប្រព័ន្ធព័ត៌មានសុខាភិបាលឌីជីថល (HMIS/EMR), ៣) ការពង្រឹងការតភ្ជាប់រវាងវិស័យសុខាភិបាល និងសង្គមកិច្ច, និង ៤) ការធានានិរន្តរភាពផ្នែកហិរញ្ញវត្ថុ។

■ ការពង្រឹងកិច្ចសហប្រតិបត្តិការរវាងរដ្ឋាភិបាល និងសហគមន៍ តំណាង RI Korea បានលើកឡើងថា៖ "សិក្ខាសាលានេះគឺជាឱកាសដ៏សំខាន់ក្នុងការបង្រួបបង្រួមសមិទ្ធផលនៃដំណាក់កាលទី២ និងពង្រឹងរចនាសម្ព័ន្ធកិច្ចសហប្រតិបត្តិការរវាងរាជរដ្ឋាភិបាល និងសហគមន៍សម្រាប់ដំណាក់កាលទី៣។ យើងនឹងបន្តសហការយ៉ាងជិតស្និទ្ធជាមួយដៃគូក្នុងស្រុក ដើម្បីឱ្យប្រព័ន្ធសុខាភិបាល និងសង្គមកិច្ចនៅកម្ពុជាផ្តល់អត្ថប្រយោជន៍ជាក់ស្តែងដល់ជនពិការ។"

RI Korea Prepares for Phase 3 to Build an Inclusive Healthcare System in Cambodia
 

- Workshop held on June 12 with local KOICA project partners to share Phase 2 achievements and discuss Phase 3 governance - 

- Aiming to build community-based inclusive primary healthcare and support the realization of Universal Health Coverage (UHC) -

On June 12, 2026, RI Korea held a workshop titled "Sharing Phase 2 Achievements and Establishing the Vision for Phase 3" at the Oakwood Premier Phnom Penh, bringing together representatives from local partner organizations of the KOICA Cambodia project.
 

The workshop was organized to review the achievements of the past project phase and to establish a community-led operational system to ensure sustainability after the project’s conclusion.
 

■ Phase 2 Achievements: Laying the Foundation for an Inclusive Healthcare Model Through Phase 2, RI Korea successfully established a community-based inclusive healthcare model. Key achievements include training 30 "Health Keepers," providing customized case management for 303 vulnerable individuals, completing health screenings for 532 residents, and improving medical infrastructure, such as the physical therapy room at Ang Snoul Referral Hospital and an accessible restroom at Baktan Health Center.

■ Phase 3 Vision: "Building a Community-Based Inclusive Primary Healthcare System" During the workshop, partner organizations discussed their respective roles and responsibilities to ensure sustainability. RI Korea presented four core strategies for Phase 3: 1) Capacity building for local personnel, 2) Expanding the use of digital health information systems (HMIS/EMR), 3) Strengthening the linkage between health and social services (HEF, IDPoor), and 4) Securing financial self-reliance and sustainability.

■ Strengthening Governance Across Central Government, Local Government, and Community A representative from RI Korea stated, "This workshop served as a vital opportunity to internalize the achievements of Phase 2 and solidify the cooperation structure between the central government, local authorities, and community organizations for Phase 3. We will continue to work closely with local partners to ensure that Cambodia’s health and social welfare systems provide tangible benefits to persons with disabilities."
 

The action plans established during the workshop will serve as the foundation for Phase 3, with each partner organization set to proceed with priority tasks for the upcoming phase.
